These days, the Chinese ambassadorship in Kyiv, Ukraine, must be one of the most interesting diplomatic postings in the world. Yet, so little is known about the activities of 马升琨 Ma Shengkun, the Chinese Ambassador to Ukraine since November 20, 2024.
Therefore, I think it would be interesting to aggregate all his public activities so far. The following information is gathered and translated from the Chinese-language WeChat blog of the Chinese embassy in Kyiv, which is also available on the Chinese-language webpage of the embassy.

Ambassador Ma Shengkun Visits Borys Grinchenko Kyiv University
On May 15, Ambassador Ma Shengkun visited Borys Hrinchenko Kyiv University and held a meeting with President Oleksandr Turuntsev.
Ambassador Ma fully affirmed the University's achievements in promoting Chinese language education, advancing Chinese studies, and cooperating with Chinese universities. He emphasised that China is continuously expanding exchanges and cooperation with countries, including Ukraine, noting the broad prospects for collaboration between Chinese and Ukrainian institutions of higher education. He expressed hope that Borys Hrinchenko Kyiv University would maintain its enthusiasm for Chinese language education, persist in advancing Chinese language instruction, and cultivate more teaching talents to support Chinese language education in Ukraine. This effort, he added, will provide a talent foundation for enhancing cooperation and people-to-people exchanges between the two countries across various fields.
President Oleksandr Turuntsev warmly welcomed Ambassador Ma and his delegation, providing a comprehensive overview of the University’s Chinese language programs and its cooperation with Chinese universities. He stated that the Ambassador’s visit further strengthened the University’s confidence in continuing its Chinese language education initiatives and injected new and strong momentum into deepening exchanges and collaboration with Chinese institutions.

Ambassador Ma Shengkun Attends Chinese Translation Competition Award Ceremony at Kyiv National Linguistic University
On April 29, 2025, Ambassador Ma Shengkun attended the All-Ukrainian Chinese Translation Competition Award Ceremony for university and secondary school students, hosted by the Confucius Institute at Kyiv National Linguistic University.
Ambassador Ma extended his congratulations to all the winners and noted that Chinese civilisation, which has flourished for over 5,000 years, continues to thrive today. He emphasised that the Chinese language and script serve as the most vital carriers of its continuity and heritage. President Xi Jinping mentioned that the Global Civilisation Initiative has been proposed to promote intercultural dialogue, mutual learning, and the common progress of human civilisations. Learning Chinese, he added, is an essential step toward understanding Chinese culture and civilisation. Ambassador Ma encouraged Ukrainian students to deepen their Chinese language studies, aspiring to become not only learners of the Chinese language but also promoters of cultural exchanges between China and Ukraine, and builders of the friendship between the two nations.

Ambassador Ma Shengkun Publishes Signed Article in Ukrainian Media: "US 'Tariff Stick' Cannot Bend China's Backbone"
On April 22, Ambassador Ma Shengkun published a signed article entitled "US 'Tariff Stick' Cannot Bend China's Backbone" on Interfax-Ukraine (Інтерфакс-Україна). The article sternly refutes the recent decision by the U.S. government to impose "reciprocal tariffs" on nearly all its trading partners, including China. It points out that the U.S. abuse of tariff measures threatens and undermines the World Trade Organisation (WTO)-centred multilateral trading system, placing its self-interest above global common welfare. Such actions harm others without benefiting themselves and have aroused grave concern and opposition within the international community. The article emphasises that whether the U.S. opts for a "tariff war" or a "trade war," China will respond firmly and proportionately. China stands ready to work with Ukraine and all other nations to embrace multilateralism that aligns with the course of historical development, safeguard the multilateral trading system that benefits all countries, and strive for shared development and prosperity.

In recent days, disregarding strong opposition from the international community, the U.S. government has imposed so-called "reciprocal tariffs" on almost all its trading partners, including China. This move has provoked indignation worldwide and inflicted hardship on the American people themselves. There are no winners in a trade war, and protectionism offers no way forward. Wielding the "tariff stick" may seem intimidating, but it proves ineffective in practice—it is a misguided move that harms others without benefiting oneself.
The multilateral trading system, with the World Trade Organisation (WTO) at its core, is the outcome of multilateral trade negotiations since 1947. It serves as the fundamental institutional guarantee for global trade and has been a cornerstone of worldwide economic prosperity and stability for over half a century. At the heart of the WTO lies its mission to foster a transparent, predictable, and non-discriminatory trading environment. Yet the United States, by applying tariffs based on unclear and arbitrary criteria, has utterly lacked transparency; by raising tariff rates far beyond levels agreed upon through negotiations with other members, it has shattered any reasonable expectation of stability; and by imposing differentiated tariffs on different trading partners, it has directly violated the WTO principle of non-discrimination and demonstrated a blatant disregard for its contractual commitments.
The United States’ trade bullying represents the blatant elevation of its self-interest above the international common good. While often claiming to uphold democracy and equality, the U.S. wields its "tariff stick" in disregard of strong opposition from both the international community and its own citizens—where, then, is the democracy? Where is the equality? By forcibly imposing so-called "reciprocal tariffs," the U.S. is recklessly severing established and efficient global industrial and supply chains, distorting the allocation of resources on the global market, and disrupting economic development worldwide. This is nothing but pure "American hegemony" and "America First."
The U.S. abuse of its "tariff stick" poses a severe threat and inflicts significant damage on the multilateral trading system, naturally provoking grave concern and strong opposition from the international community. Brazil’s Valor Econômico pointed out that Trump’s aggressive protectionist offensive could send multilateralism into the "intensive care unit." Prominent experts, including Nobel laureate Paul Krugman and Columbia University Professor Jeffrey Sachs, have sharply criticised U.S. tariff policies, noting that their calculation logic is profoundly flawed and economically nonsensical. Think tanks such as the Egyptian Centre for Strategic Studies warn that these tariff measures will severely impact the global economy and trade. Stéphane Dujarric, Spokesperson for the UN Secretary-General, emphasised that a trade war would negatively affect the UN’s efforts to achieve the Sustainable Development Goals. Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), stated that U.S. tariff actions pose substantial risks to the global outlook.
The United States’ approach to "calculating tariff costs" harms others without benefiting itself. The U.S. claims it has been "shortchanged" in international trade—a clear case of "crying foul after gaining an unfair advantage."
In reality, the United States is the biggest beneficiary of the global trading system: other countries work hard, save, and invest, while the U.S. swipes its card to spend and borrows extravagantly. The world delivers goods to the United States, and in return, the U.S. hands out treasury bonds—American consumerism is precisely sustained by making other countries “foot the bill” through free trade. Now, imposing rampant tariffs on other countries will not "Make America Great Again"; on the contrary, it will open a Pandora’s box, leading to further economic decline in the United States. Projections from the Yale Budget Lab indicate that if the "reciprocal tariffs" are implemented and other countries take countermeasures, the U.S. Personal Consumption Expenditures (PCE) price increase would widen to 2.1%. Low-, middle-, and high-income American households would lose an average of $1,300, $2,100, and $5,400, respectively. Ultimately, it is the American people who will "pay the bill" for these high tariffs.
Looking around the world today, multiple regions are experiencing turmoil and instability, while international cooperation faces severe obstacles. A major reason for this is that the United States turns a blind eye to international rules and engages in reckless unilateralism and bullying. To prevent the world from retreating into an era of mutual isolation and jungle-law supremacy, the international community must unite and say "no" to the United States.
China is the world’s second-largest economy and has maintained its position as the top manufacturing nation for 15 consecutive years. In recent years, China has remained committed to high-standard opening up, advanced high-quality Belt and Road cooperation, and established trade partnerships with more than 150 countries and regions. "Though surrounded by enemies on all sides, we stand firm and unshaken." With immense development potential and resilient foreign trade, China is fully prepared to respond to any form of confrontation the U.S. may initiate—be it a “tariff war,” a "trade war," or any other kind of conflict. The "tariff stick" will not bend China’s backbone. The Chinese government has already taken resolute countermeasures against the U.S. acts of regression and injustice. What China is defending is not only its own interests and dignity, but also international fairness and justice and the common interests of all nations.
China and Ukraine are strategic partners. China values maintaining trade relations and deepening practical cooperation with Ukraine to benefit both peoples. In recent years, despite multiple challenges, China has remained Ukraine’s largest trading partner. Shortly after assuming my post, I witnessed the signing of protocols granting Ukrainian peas and aquatic products access to the Chinese market. China stands ready to remain a reliable partner for Ukraine and work together with Ukraine and all other nations to embrace multilateralism that aligns with the course of historical development, safeguard the multilateral trading system that benefits all countries, and strive for shared development and prosperity.

Ambassador Ma Shengkun Signs Protocols with Ukrainian Side on Export of Ukrainian Peas and Wild Aquatic Products to China
On March 6, 2025, Ambassador Ma Shengkun met with Mr. Vitaliy Koval, Minister of Agrarian Policy and Food of Ukraine, and Mr. Serhii Tkachuk, Head of the State Service of Ukraine on Food Safety and Consumer Protection. Ambassador Ma, representing the General Administration of Customs of China, and Head Tkachuk signed "the Protocol on Phytosanitary Requirements for Ukrainian Peas Exported to China" and "the Protocol on Inspection, Quarantine, and Sanitary Requirements for Ukrainian Wild Aquatic Products Exported to China."
Ambassador Ma spoke positively of the agricultural cooperation between China and Ukraine, noting that the signing of the protocols would further expand bilateral agricultural trade and enrich the content of the China-Ukraine strategic partnership. He emphasised that agricultural cooperation between the two countries is highly complementary and holds great potential, expressing China’s willingness to further strengthen collaboration with Ukraine to benefit both peoples.
Minister Koval stated that China is the world’s largest agricultural importer and Ukraine’s largest trading partner, making it a crucial market for Ukrainian agricultural exports. He expressed confidence that the signing of the protocols would significantly boost agricultural trade between the two countries. Ukraine is ready to promptly begin exports of these two product categories to China and gradually increase the variety of agricultural products exported to the Chinese market.

Rector Tymoshenko, together with faculty and student representatives, extended a warm welcome to Ambassador Ma. On January 17, 2025, the Embassy of China in Ukraine solemnly held a reception to celebrate Ambassador Ma Shengkun's assumption of office and the 2025 Spring Festival. The event was attended by Mr. Oleh Nemchinov, Minister of the Cabinet of Ministers of Ukraine, with Mr. Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine, delivering a speech. Nearly 400 guests were present, including friendly personages from various sectors of Ukrainian society, such as government, business, education, culture, think tanks, and media; diplomats accredited to Ukraine; and representatives of overseas Chinese, Chinese enterprises, and Chinese students in Ukraine.
Ambassador Ma Shengkun extended his New Year greetings to the guests and stated that in 2024, under the leadership of the Central Committee of the Communist Party of China, with Comrade Xi Jinping at the core, China had achieved remarkable progress in various endeavours. The China-Ukraine strategic partnership has developed soundly and steadily. In the new year, the Embassy of China in Ukraine is willing to work with all sectors of Ukrainian society to jointly write a new chapter of China-Ukraine friendship. On January 16, 2025, Ambassador Ma Shengkun visited Kyiv National Linguistic University upon invitation and held talks with Rector Sergii Sorokin and the university's leadership team.
Ambassador Ma stated that Kyiv National Linguistic University is a higher education institution dedicated to cultivating foreign language professionals. It has maintained long-term friendly exchanges and cooperation with many Chinese universities, consistently committed to promoting Chinese language and culture as well as enhancing mutual understanding between the two peoples, thereby making significant contributions to deepening China-Ukraine friendship. On January 14, 2025, Ambassador Ma Shengkun visited Taras Shevchenko National University of Kyiv upon invitation and held a meeting with Rector Volodymyr Bugrov.
Ambassador Ma stated that the University is one of Ukraine's oldest higher education institutions and among the most popular Ukrainian universities for Chinese students. He highlighted its long-term commitment to friendly exchanges and cooperation with China, noting its significant contributions to mutually beneficial collaboration in the field of education between China and Ukraine, for which China expresses high appreciation. The Chinese government adheres to the strategy of revitalising the country through science and education and strengthening the nation through talent, dedicating itself to high-standard opening up in the education sector. Ambassador Ma Shengkun Meets with the President of the Ukrainian Chamber of Commerce and Industry
On December 23, 2024, Ambassador Ma Shengkun met with Mr. Gennadiy Chyzhykov, President of the Ukrainian Chamber of Commerce and Industry. The two sides held extensive and in-depth discussions on industrial and commercial cooperation between the two countries.
Ambassador Ma stated that in recent years, China has consistently remained Ukraine's largest trading partner and largest source of imports. Cooperation in trade, investment, and other fields between China and Ukraine relies on the support of the business communities of both countries. China highly values business collaboration and is willing to build platforms, smooth channels, and provide more convenience for cooperation between enterprises of the two countries.
President Chyzhykov noted that the business communities of China and Ukraine maintain close exchanges. This year, with the assistance of the Chinese Embassy in Ukraine, the Ukrainian Chamber of Commerce and Industry successfully held an online meeting with the China Council for the Promotion of International Trade, achieving positive results. The Ukrainian Chamber of Commerce and Industry is willing to assist in attracting more Chinese enterprises to invest and establish businesses in Ukraine and will also organise Ukrainian companies to actively participate in exhibitions and other events held in China, thereby contributing to the promotion of economic and trade cooperation between the two countries.
Ambassador Ma Shengkun Presents Letter of Credence to President Volodymyr Zelenskyy of Ukraine
On December 23, 2024, Mr. Ma Shengkun, the newly appointed Chinese Ambassador to Ukraine, presented his letter of credence to President Volodymyr Zelenskyy of Ukraine.
Ambassador Ma conveyed the cordial greetings of President Xi Jinping and expressed that he was deeply honoured by the appointment as Ambassador to Ukraine and fully aware of the great responsibility it entails. He stated that China and Ukraine are strategic partners, and China consistently approaches and plans bilateral relations from a long-term perspective. China is willing to work with Ukraine to implement the important common understandings reached by the two heads of state, deepen mutually beneficial cooperation in various fields, and maintain and advance China-Ukraine relations for the benefit of both peoples.
President Zelenskyy asked Ambassador Ma to convey his cordial greetings and best wishes to President Xi Jinping. He spoke positively of the healthy development of bilateral relations and expressed hope that both sides would further strengthen exchanges at all levels and deepen cooperation in the economy, trade, culture, and other fields.

Ambassador Ma Shengkun Visits Kyiv Gymnasium of Oriental Languages No. 1
On December 16, 2024, Ambassador Ma Shengkun visited Kyiv Gymnasium of Oriental Languages No. 1 upon invitation. He held a meeting with Principal Oksana Proskura and engaged in discussions with faculty and student representatives.
Ambassador Ma noted that Kyiv Gymnasium of Oriental Languages No. 1 has a long history and a high reputation, having cultivated a large number of outstanding talents for Ukraine. He expressed hope that under the leadership of Principal Proskura, the school would remain steadfastly committed to Chinese language education, further strengthen cultural exchanges and cooperation between the two countries, continuously deepen the traditional friendship between the two peoples, and nurture more outstanding talents for the development of China-Ukraine relations.
Principal Proskura expressed gratitude for Ambassador Ma’s visit to the school. She highlighted that Chinese language courses have been a distinctive feature of the school’s curriculum for over 60 years, and the institution continues to attach great importance to exchanges and cooperation with China, maintaining close collaborative relationships with multiple Chinese educational institutions. Chinese language courses are offered from grades 1 through 11, and more than 600 of the school’s 1,100 students study Chinese as their first foreign language. She stated that the Ambassador’s visit would further inspire enthusiasm for Chinese language teaching and learning among teachers and students, injecting new and strong momentum into the school’s Chinese language education and overall development.
Accompanied by Principal Oksana Proskura, Ambassador Ma toured the school’s Confucius Classroom, Oriental Studies classroom, and digital library, and presided over the ribbon-cutting ceremony for the IT classroom donated by the Embassy. On December 9, 2024, Ambassador Ma Shengkun met with Mr. Vitaliy Koval, Minister of Agrarian Policy and Food of Ukraine. The meeting was also attended by Mr. Serhii Tkachuk, Head of the State Service of Ukraine on Food Safety and Consumer Protection. The two sides held extensive and in-depth discussions on cooperation in agriculture and the food sector.
Ambassador Ma stated that China-Ukraine agricultural cooperation has a long history, a solid foundation, and broad prospects, serving as an important aspect of bilateral economic and trade relations. China consistently attaches great importance to this cooperation and is willing to strengthen collaboration with Ukraine in areas such as policy communication and coordination, mutual market access for agricultural products, and agricultural technology exchange, jointly promoting the qualitative upgrading of agricultural cooperation between the two countries.
Minister Koval noted that China and Ukraine are strategic partners, and China is Ukraine's most important agricultural trade partner. On December 7, 2024, Ambassador Ma Shengkun chaired a symposium with representatives of overseas Chinese and students in Ukraine.
Ambassador Ma first conveyed the care and concern of President Xi Jinping and the Central Committee of the Communist Party of China for Chinese compatriots and students in Ukraine. He fully affirmed the important role played by overseas Chinese and students in Ukraine in maintaining China-Ukraine relations and promoting bilateral friendship. He reiterated that the Embassy would thoroughly implement the principle of "diplomacy for the people," actively protect the legitimate rights and interests of Chinese compatriots in Ukraine, and serve the community wholeheartedly.
Ambassador Ma briefed the participants on the latest achievements in China's development, with a special focus on the spirit of the Third Plenary Session of the 20th Central Committee. On November 28, 2024, Ambassador Ma Shengkun chaired a symposium with representatives of Chinese enterprises and media in Ukraine.
Ambassador Ma affirmed the important role played by Chinese enterprises and journalists in Ukraine in maintaining China-Ukraine relations, promoting practical cooperation between the two countries, and enhancing bilateral friendship. He expressed hope that relevant enterprises would base their operations on the actual conditions in Ukraine, act proactively and prudently under the premise of ensuring safety, conduct business in compliance with laws and regulations, and achieve mutual benefits through practical cooperation. He also emphasised that news media should keep their responsibilities in mind, strengthen publicity and introduction, and enhance mutual understanding and friendship between the peoples of the two countries.

As the new Ambassador to Ukraine, he is willing to work with friends from the Ukrainian government and all sectors of society to elevate bilateral relations and cooperation in various areas to new heights, benefiting both countries and their peoples.

On November 20, Mr. Ma Shengkun, the newly appointed Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Ukraine, arrived in Ukraine by car to assume his post and delivered a written statement.
Ambassador Ma stated that he was deeply honoured to be appointed by President Xi Jinping as the 11th Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Ukraine. "First of all, I wish to express my sincere gratitude and high respect to friends from various sectors who have long cared for and supported the development of China-Ukraine relations," he said. "Over the more than 30 years since the establishment of diplomatic relations between China and Ukraine, under the strategic guidance of the leaders of our two countries and through the joint efforts of all sectors on both sides, political mutual trust between China and Ukraine has been continuously enhanced, practical cooperation has yielded fruitful results, and people-to-people and cultural exchanges have been active and vibrant, bringing tangible benefits to both countries and their peoples. China and Ukraine are traditionally friendly partners. As a Ukrainian proverb says, ‘A tree grows strong through its roots, and a person grows strong with the help of friends.’ I am fully confident in the prospects for further deepening the development of bilateral relations."
Ambassador Ma stated, "At present, changes of a magnitude not seen in a century are rapidly unfolding, and world peace and stability, development and prosperity, as well as exchanges and cooperation, are facing complex situations and severe challenges.
